Jeff Dunlap, Founding Partner: Brings the discipline, tactical expertise, and "boots-on-the-ground" experience of a Firefighter and First Responder. His life has been defined by running toward the crisis while others run away. He provides the operational backbone and safety-first culture essential for maritime transport.
Michelle Dunlap, Managing Member: As the Founder of Seahorse Resilience Command, Michelle Dunlap brings over 30 years of elite crisis management and operational experience to Northern California's maritime infrastructure. She understands that disaster response and supply chain logistics require the exact same disciplined, multi-agency coordination needed in high-stakes healthcare and security environments.
Decades of High-Stakes Leadership:
30+ Years on the Frontlines: Served as a Licensed Nurse in some of the nation’s most demanding environments, specializing in crisis management and community care.
Elite Operational Experience: Managed high-acuity populations at Pelican Bay State Prison and provided critical behavioral healthcare to military personnel as a civilian professional at Naval Hospital Camp Pendleton.
Unwavering Compliance: Maintained a flawless, complaint-free 30-year record alongside continuous advanced education, proving a deep commitment to ethics and regulatory excellence.
The Mission Today: Michelle applies her decades of crisis-response discipline to building an integrated maritime command. Her goal is clear: to ensure that when land-based routes fail, isolated coastal communities have a reliable, water-based network ready to respond and supply.

THE CONCEPT: THE MARINE HIGHWAY
The current infrastructure at Last Chance Grade is a "breech" in the lifeline of our county. Seahorse Resiliency Command proposes a vision to bypass this failure:
The Fleet: A specialized fleet of 50-car maritime trolleys.
The Bypass: A reliable sea-link that renders the landslides of US 101 irrelevant to our economic survival.
The Resilience: While the state studies the land, we will master the water. This is a "Marine Highway" that serves as both a daily utility and an emergency extraction point.

As a Benefit Corporation, our mission is to build the architecture of resilience. From emergency maritime logistics and disaster preparedness to interim recreational services like whale watching, we bridge the gap between daily coastal life and critical emergency response. We aren't just looking at buildings; we are rebuilding the integrated maritime infrastructure required for a secure future.

Crescent City Harbor District: We have developed a finalized brochure strategy specifically for the Harbor District board to advocate for infrastructure like platforms and dredging.
Federal Grant Agencies: We are currently targeting federal funding sources (with key deadlines in February 2026) to support the heavy infrastructure needed for the "survival plan" against seismic issues and the Last Chance Grade failure.
The Crescent City Community: While not a "partner" in a legal sense, the community is our primary client base for the emergency transport of cars and supplies during Highway 101 closures.
